That is incorrect. The A/S is still 10.4 billion. The share buy-back only applies to the O/S.
That means that the old O/S was 8.8 billion (using their 25% figure) and is now 6.6 billion. No idea what the float is at this point but the volume today with no price increase points to a bloated float getting fatter.
The big problem with the wording of the PR is that they are not retiring those shares. Which means they can just turn around and sell them back into the market. Good luck.

Now I am really confused and where are you getting the info on O/S..........here is what I have and has been what I thought was what the company has/had

What your posting is way more shares than what info I have????? Check your date..10/24/2005 on your report! Is this valid in 2008????
