no, they are not "overdue"
the S-1/A was filed with SEC and it is now up to SEC to do one of three things

deny the application
approve the application
ask for more information

how long this can take is speculative, but likely in a reasonable period of time. My guess, given the nature of these deals, they could very well ask for more information, and that would be perfectly normal.

That was snowclouds theory, that a company needs to keep re-filing every 30 days until their S1 is declared effective. This hasn't been confirmed by anyone else, however since ENHD filed last S1 on 5/27, tomorrow would be the day for that to happen.
