GTE is not average small AMEX/OB oil company like they were few months ago. If you consider their market cap of 900 milions and todays volume of 4 million shares traded, its not a big surprise to see half milion share buys. Sometimes MMs walk down stock price and create volume, in order to fill out big order.
Maybe the second reason could be that OS went up to 130 milions from 100 milions before few days, which lowered EPS, book value, etc. But anyone who seriously look on GTE, knew we were going to have 130 milions of OS.
