If you go to page 112 and look at table 4 you'll see a biotech tech center pendency average which is 34.3 months. All patents filed originally in the US publish 18 months after filing...the rules are a little different for PCTs (you have to file in the US within a year of filing the PCT typically).

Doing a simple search at www.freepatentsonline.com I can see that Biophan has 36 patents and 69 applications and 24 WIPO (PCT) filings (there may be some overlap there). So depending on what application I was looking for i could click it and see the filing and publication date and do the simple math to approximate the issue date.
