Probably because the people controlling the activity in the stock are still loading it.
Look at the stuff from HTOG's last annual report for 2007 and we can piece together what is coming for UPDV
" The Purchase Price paid by us for the Assets consisted of two promissory notes issued by us to the Sellers in the total amount of $6,794,723. Promissory Note Number 1 ("Note 1") has a principal amount of $ 3,635,000 and is due and payable in one lump sum payment on June 30, 2008. "
I reckon there may be news on or around June 30th and this should move up between now and then.
Also from HTOG's 10K:
"....Therefore, UPDA has the power to control the vote of approximately 75% of our voting capital stock. "
