That's typical Scottrade. Volume spikes in OTC:BBs or pinks and they freeze internet trading just in case somebody broke into some stolen accounts and are fraudlently buying them with. By calling it in, it assures Scottrade that the buying isn't by somebody doing that. It's 100% to protect themselves from identity theft of brokerage accounts.

I had that happen with CIBC in Canada. I was trading away and suddenly got a phone call rejecting a trade. No reason given other than, "it is OTC... low volume, risky, just don't want to do it". They were not telling me the real reason. Also, this cannot be a registered (retirement) stock in Canada...
