Do you think that Intel has learned something critical in working with Prescott design and the 90nm process such that in the future parts like Dothan (or the followon Dothan-like designs in 65nm) can run to much higher frequencies and not be as limited as AMD apparently is.

I will agree, we can't say that everything Intel designs is crap because of 2 crappy designs in the past ( wilammette and Prescott ). I firmly believe that the P2-3-Banias cores are decent and are in fact what the original Athlon tried to emulate. If Intel had not gone down the P4 int last 3 years the P3 derived cores of today would have been pretty impressive.
