Well first they would have to fix the exchange, like get it up and running, you would think that with the 1 year date coming up very soon they would say something about it, or at least give an up date. But IMO the fact that not one word or up date has happened as to the "progress' of the exchange speaks volumes, and not in a good way.....

As far as getting your money it depends on wether or not the scanner is working. If not that they will come up with some other BS.
