Right. BLM has granted the bulk sampling permits therefore they don't think it's a scam based on their own due diligence and their 1996 issued 43 CFR 3715 regulations, pages 26 & 27 of the Arizona BLM scam report. Point is, AZ is looking for the scam and hasn't found iy. This claim/operation will not rock the world but it should generate some limited revenue.
