If you look at the company's disclosure on Pink Sheets, you will see that many shares were held by Scottrade. Now don't misunderstand that for Scottrade buying the shares, they didn't. The company issued shares to whomever, and whomever deposited them in their Scottrade account.

So if you see Scottrade's MM on the ask, its because it is the insiders who got the cert.
