Staredown... the oilco's down want to drill the JDZ until the EEZ auction and STP doesn't want to auction until the JDZ is drilled.

The Addax/ERHC team will drill the most holes early, I expect them to be rewarded in the EEZ for that.

But I think the situation is now rather different: among other changes, EEZ seismics nearly completed; a stable (?) parliamentary base for the govt in place; Govt, presidency and legislature apparently pulling in same direction.
