Very true but near impossible for many. Everyone is free to state their opinion whether right or wrong, almost as often as they like, sometimes to the point of redundancy. Sometimes the wrong information gets communicated to the wrong people and it can start a chain reaction, the reason it's illegal to yell "fire" in a public building.

Your right public_eye. There is a plethora of reasons for a delay, which is why I agreed with PRAE and am giving it until the end of the month.

I don't think the problem is not getting them yet. The problem is you getting them and no one else. If no one got it, then you could say it's a delay because no one has them. But, you apparently have yours. Did one certificate slip through the cracks and it found it's way to your house? Maybe you should put it back in the envelope it came in and address it "return to sender", then we will all be on the same playing field.
