You are exactly right.

Every cash buyer who sucks up these shares takes away their ability to do just that.

I'm willing to sit and see what happens. As the tradeable float gets smaller and smaller there are two options available to the MM. Sell NSS and run it down lower to cover the shares or let it go higher. I'm figuring on the going higher option if one is willing to wait.
