No where in the PR does it say anything about looking at bids. It says: We have been given design plans for our new expanded facility and will begin construction soon. IMO that means they could have accepted a bid and are looking at designs.
It's not better to me because you also changed that part of the p/r to suit your liking. The p/r said "we have been given design plans", nothing about bids.
