Yeah, I agree! Especially when anyone can get a phone nowadays and pay as you go even if they can't qualify for a regular cellphone contract. I guess the appeal may be that the phones themselves are inexpensive.People who never really wanted a cellphone but need one temporarily might buy a Hop-On.
