In addition to what anderbest18 said how does a shareholder tell which MM is selling at the bid?

Level II only shows which MM is bidding and asking and not which MM is selling.

It can go to zero. But your assertation as to whether or not they can use other mm's is not an issue. Hedge funds such as Cornell are restricted to certain mm's, just as retail traders such as us are restricted to certain mm's based on what our brokers use.
