Why would you buy that much on a sub penny with so little float? You would have to hold until more investor activity flows into this stock which may take months at minimum, even with news. Otherwise, you want to see what happens if you and zack and every decent shareholder wants to be the first to sell when it pops to .01? That's right...right back down and everyone left fustrated.
There could be many reasons for a "delay", which are very common.
