Try and buy a notebook with an AMD processor with a purchase order. Given that Athlon XP-M and Athlon 64-M are far more suitable for notebook use than Pentium 4-M, the only possible reason is that Intel has told HP and IBM that if they sell an AMD based notebook as a "corporate" notebook, or even if they let their corporate and government channels sell AMD based notebooks, they will instantly face severe consequences in the form of price increases, they will be denied access to technical resources, and they will be denied the marketing funds that their competitors are given.

Go to the corporate and government sites for IBM and HP and try to configure an AMD notebook. Then go to the same sites and configurea a P4 notebook - which is a far less desirable chip for a notebook.
