RSMI pays several market makers to prop up the share price. At a little over a penny per share, it doesn't cost much to buy millions of shares.

Why do they do it? Because if this thing fell to sub-sub penny, RSMI could never again raise money to pay salaries. UTEK took in 210,000,000 shares for $700,000. If they can't sell the shares and make a profit on their $700,000, they won't do any more deals with RSMI.
