Scottrade restricts buying in 100's of penny stocks. Quite random which ones they choose to restrict.

Since 4 months citizens of the European Union need to have the permission to trade with derivates for buying shares of Otc or pinksheets markets. This permission will be given only if the person can exhibit more than six years experience with dealing in stocks. Perhaps this is the reason?
