Here is Terry's reply as to when they will file for the permit.

Current plans are for filing late this year, as we continue to observe
the issues confronting the two competing projects and making sure that
our filing avoids these problems

I'm a little more than surprised that Mexico hasn't jumped
in to put one on their cost around Tiauana.
