Boomer, this is quoted from the SEC:

"Section 10(b) and Rule 10b-5, and other relevant SEC laws and regulations relating to ... insider trading, pertain to any person and not to the type of securities (i.e., registered or not registered)."

IMO, the best way for the board to show shareholders that they support Dr. Ben and that they believe in the future of the company is to start buying up some of this huge float (which they are responsible for by their actions over the last year or two).
