They needed the money now to tool up for the contracts,and expand the shop. Paint booth/oven etc. Also maybe one of the contracts is with a big company that wanted to see some expansion before giving them the contract. Maybe they needed to prove to said big company they were ready for the contract.(I am 95% sure this is why!) IMO And now I am out of posts. I am sure that will make some happy!

yes that makes a lot of sense... wait to sell the float until after you've started producing revenues ... oh wait a minute we might need a factory to actually do some work in to MAKE those revenues.
