in this orginal questioning, Bernanke answers essentially--
I am doing what Congress Legislated I should do. (at that he essentially quits talking) Instead of adding, if I was better empowered by Congress, I would do it quite differently.
(I chichi2 felt that Bernanke was essentially in a plea for better empowerment, but it was left unsaid)
