Just reducing their shares is not enough to move up. They need to improve on their overall financial status before they even consider it. Companies that are SERIOUS about RSing to move up to a higher exchange typically do it as the last step in the process of qualifying. That way it minimizes financial loss to shareholders. If they go through all the motions of uplisting and then RS chances are pretty good that the post RS price will hold. If they aren't financially fit to move to that exchange it's nothing more than an RS using uplisting as a cheezy excuse.
