dog, For the life of me I can not understand how anyone could misunderstand the meaning,of the city of Opp.Biofuel manufacturing facilIty.Upon completion of the facility.Pretty much says it all.
It is clear as a bell.That Opp don't give a hoot,about someone managing a tv station,some where else.
If phgi built a horse hair rug factory?In Outer Mongolia?Would Opp care,if phgi had someone shoveling manure over there?Or answering the phone there?.Would they count toward the 20.Or the 100?Guess,they would have to pay them 14 bucks an hour,to boot.

I know I went a ways out there.But it should make it clear as to what the city expected of phgi.Bottom line is:Opp isn't going to give anyone their land.For hiring,horse hair people on the other side of the earth.Or any place other than Opp.Opp land.Opp jobs.Money spent in Opp.
