OK- I just got off the phone with a nice lady at the Richmond Chamber of Commerce

There is NO suite #400 in the south tower, and she confirmed the tenant in #400 of the North Tower is "The communications company, Times Telecom"

That's all the clarification I needed. KPMG is not connected to this address IMO/FWIW.
