Of course, when you want to "attract a strategic investor" you do a private placement and issue dozens millions of shares. That's how it works everywhere. I remember an oil company, that I followed a couple of years ago, more then doubled it's share count when Saudi prince was kind enough to buy them. :) That's normal. Private placement restricted shares or shares issued for new listings usually don't count as "dilution" because they can raise (and usually do) the company's value significantly and actually be very beneficial for PPS. NWOG can only dream that somebody buys $10 mln worth shares. They need this money to add to SNGF bank loan. IMO.
