Attached is the the strongest presentation ever made to the SEC Commission itself in an adversary administrative proceeding on the scandal of "naked shorting" and related Constitutional issues.

(1) Note, Petition for Review, I B., "Conclusions of Law", page 2 of the Petition, II "Discussion" and III, "Conclusion", pages 2 and 3.

(2) Exhibit 2 - combines the following exhibits:

"A" - published articles on naked shorting from July 22, 1998 to Senator Bennett's speech of July 20, 2007, a nine year period, and

"B" - Company press releases on naked shorting from January 16, 1998 through August 30, 2007, a period of over nine and one half years.

(3) Most importantly, Exhibit 3 - Very strong presentation papers, in the Narrative/Brief, on the adverse affects of naked shorting on small public companies and the failure of a conflicted regulator to take any effective action to stop it; but, only, to cover it up and try to silence the protestors.
