Gunderson will, if he hasn't already, make the case for Bud to testify as an expert witness. If counsel for the government, or the judge agree, then his testimony will be allowed. If his testimony is allowed I'm guessing another agency will take a good long look at Bud and his cronies here.
"Litigation Support" could indeed many anything, including something as simple as making copies. If he's working in any capacity that would require a license he doesn't have in his state you should let someone know.
