Well the average joe in this country has really turned into the average jose because this country is being overrun by illegal immigrants who we provide education, healthcare, and lots of other benefits to COSTING US BILLIONS OF DOLLARS PER YEAR IN TAXES. Of course the government (mostly democrats but some of the republicans) wants to keep them here to help influence the vote in their favor.
