Baz, while I enjoy most of your posts, I think you got too "anthropological" on this one. ERHC is a publicly listed US company. It does not represent any states, areas, nationalities or tribes of Nigeria.
I think the author of the Nigerian news article just made an error when he called ERHC the lead sponsor of the conference. To me, it shows the positive attitude and respect some Nigerians have for ERHC as a Nigerian-American company and for "ERHC/Offor"
Offor is respected by many as a successful businessman in Nigeria and with his recent chatities Sir Offor is attempting to improve his image.
