Almost all orf the naked shorting or delivery problems stem from arbitrage against options (which does not apply here) or from and against financing agreements or insider selling agreements from offshore (none of which are really naked shorting at all)

Huh? When NSS occurs, it's the shorts doing it. Do you think someone physically counterfeits shares to be sold by Shorty?
