I don't think their would be any recourse available, but that being said, I'm sure that if one gave a lawyer enough money, he/she would be happy to try for you, lol. I'm not sure why the ticker symbol didn't receive a Q.
Usually, stocks get delisted from NYSE or Nasdaq after filing Ch11. If any stock is delisted prior to filing CH11, those gonna trade on OTCBB/Pinksheets without Q added as a suffix. These tickers don't get Q even if they file CH11 after downlisting.
Example: HMBN doesn' have Q because it was delisted prior to filing CH11 TOUS and WMAN are delisted from NYSE and if they file CH11, no Q will be addedd.
