Johnny it's an expression about the last or several last trades.
If the MM thinks he sees a trend (up or down) for the following trading session he can sometimes make a market for the stock by indicating that trend on the last trade of the preceding day. In yesterday's session it was very close the uptick (last trade) was followed by two trades going sideways in after hours trading.
The paint being the last trade the artist being the MM

P.S. Sometimes you will see the last trade only in uptick or down tick which is the more familiar type of painting the tape (and most obvious) the MM might be only sniffing around trying to get a handle on what is going on for the following day with this trade.
