I'm not sure who would actually enforce the law (sec). But I was under the impression that when a name change and cusip change takes place they have to account for all shares, and if you are short you have to cover,as so they can get an accurate account of all all shares. If I'm wrong or have missed something could someone please correct me. Thankyou
