Of course it is.

Stock price manipulation is, of course, illegal.

Any attempt to artificially hammer the pps down would be illegal. Conversely if someone were to attempt to buy in large blocks to artificially raise the pps in an attempt to start a run, that would also be illegal, wouldn't it?

On the other hand you bought 2 million shares yesterday in large blocks. No one suspects you of stock manipulation. The key is the intent. If you bought those shares in that manner to affect the price instead of as an on-going part of your investment, it would alter the factors.

Also, if someone sold their shares soon afterwards to take advantage of the artificial bump caused by your purchase that allowed him/her to buffer a loss, that wouldn't be manipulation either.

It is all about intent, isn't it?
