to add to that?

the brokers have a fiduciary responsibility to their shareholders.

that's why they can't just give shares to accounts that have short debits in them.

those shorts were borrowed from the brokers to sell, EVEN if they didn't exist to be borrowed, or could not be located for borrowing.

as for people claiming that shorting pennies is too expensive? i suggest you think about the fact that some hedges have billions on deposit. the CEO's of a couple have been able to pay themselves a billion $ in one year after satisfying their "members" accounts "needs"
