Seems to me it would be in the 8K if it were still on - why would they leave that out? Makes no sense.

I believe it was approved, as a possible instrument. There is a 12 month period, beginning June 20, 2007 - June 20, 2008 which they could implement a r/s, if they wanted to, they do not have to. It is not a guarantee either way, the only way is to call investor relations in the company I suppose.
