That's what I thought about you holding, I asked cause of your use of the word "vulnerable". I think this doc explains the lack of response from the NY ISO and confirms my theory that they aren't going to get NY ISO approval. I predict we'll have a pr soon about them applying for approval from the PJM ISO.
