Yes and yes. It is available for download for either Windows or Linux, and it benchmarks favorably against a Xeon processor of similar clock speed. Tests indicated that a 1.5GHz Itanium 2 had somewhat greater SPECint and somewhat lesser SPECfp than a 1.6GHz Xeon processor (presumably Prestonia based, i.e. 400MT/s, 512KB L2 cache, 0 L3). The software also ran SysMark as well as the Xeon processor, though I don't remember the exact relative score.

That's no speed demon, but it's plenty fast to run utilities and tools where performance is not an issue.
