This isn't correct: Now expect things to look better.
a) because the troops aren't going much beyond their hardened bases.

Purpose of the surge was to put us (the troops) with the populace. That is why there was such a large increase in the first three months. We have gone away from the hardened bases as compared to pre-surge. That said, I do think things are looking much better.
