In the rest of the world, cost is still the issue, since no developing country like India or China is going to use a test that is more expensive than the Pap test, which they already can't afford to use on all the women in their countries. Insurance companies do not care about saving lives, for the simple reason that chances are by the time a woman who had an inaccurate Pap test dies, she will be insured by some other company, or perhaps uninsured.
