Nasdaq/ otc markets counts and prints both transactions in a riskless principle trade
from seller to market maker, and then from market maker to buyer. Double-counting inflates the volume on Nasdaq and makes market makers liable twice for the resulting Section 31 transaction fees on what is, in effect, a single trade.
