I can see where there might be a delay in this quote:

Sounds like this is a new rule that caught some by surprise and now need to scramble to file compliance reports. Is that what you mean to cause the delay?

But - thinking about the variety of excuses for one thing or another that EFGO blames on China (their bureaucracy, their way of doing business, etc.), I'm starting to wonder if they wouldn't be better off going back to opium and fortune cookies.
