If the Feds published the C&D order, they would be liable if the order was incorrectly issued. The order is basically a put up or shut up notice.
In real life, every C&D order would be followed by a massive civil lawsuit. Imagine a C&D order issued to the wrong firm due to a similar name and/or ownership group. Can you see the possibility for legal chaos?
