There seems to be another failure to communicate here. The Vice President's office clearly did not send Joe Wilson to Africa. It was Wilson's statement that he had gone to Africa to investigate the claim, at the behest of the Vice President's office, that started the whole chain of events. The leak was not to 'punish' Wilson, as Wilson spinned the leak. It was to discredit Wilson, who was not a WMD expert and was known to be hostile to the administration. In his book, Wilson admits he did not look at certain documents regarding the extraction and disposition of uranium, because he already knew the answer. His investigation consisted of interviewing government officials and retired officials. As a result, he was, not surprisingly, still of the same opinion, as he was before his trip. The CIA actually interpreted his oral report as inconclusive, but slightly supportive of their intelligence that Iraq had indeed sought Uranium supplies.
