Judging by the lack of replies to this ?ion, I would say few think it will be operational end of this week.

If indeed it is open eow, what are they going to tell (potential investors, I assume) at the "epicenter of the US financial markets" that his own shareholders have been waiting to hear, beginning May 2006 or so...

If the lease has been signed for the "US based representative office" then Malyshev should at least disclose the address by eow. IMO, of course. All to maintain a semblance of credibility.
