One possibility is that many or most of the short shares are covered with long positions already for tax reasons.

As keitern says, I wouldn’t take the short-interest numbers too seriously. I become concerned about the SI to some degree when a company has a pending “binary” event, but that’s certainly not the case with IDIX now.
