meatball, the smaller incoming refinery will be completed this year. it appears they pretty much bought an intact refinery, took it apart, and hauled it across the country. that's hopefully what you'll see in Opp right now.
if i recall, the larger refinery will be completed by the end of next year.
when they're both functional, Opp may well just become the new refining powerhouse of the US. =)
